Impact of administrative constraints on educational policy implementation in day secondary schools in Bauchi state, Nigeria

Abstract
This research work focused on the impact of administrative constraints and solutions to effective implementation of educational policies in Day Secondary School in Bauchi State. Three research questions and three null hypotheses were formulated for the study. A 34-item questionnaire titled; impact of administrative constraints on educational policy implementation in Day Secondary Schools (IACEPIDSS) was developed by the researcher. The population size of 66 principals and 132 vice principals, and administered to the sample size of 59 principals and 103 vice principals in Day Secondary School in Bauchi State using Krejcie and Morgan Table. A descriptive survey research design was employed. The data collected for this study were analyzed using mean scores and standard deviation. The reliability of the questionnaire was tested using Cronbach’s alpha above 0.7 score. T- test, test of independence t sample was usedin testing null hypotheses. The findings of this study uncovereda lot of problems which constitute hindrances to effective implementation of educational policies in Day Secondary School in Bauchi State. No significant differences was recorded between the option of the principals and vice principals on the constraints at p > 0.05. These constraints include: incessant political changes, bribery and corruptions, poor monitoring and supervision of schools, lack of amenities, lack of continuity in commitment to policy, inadequate fund, problem of record- keeping, lack of physical infrastructures, inadequate personnel and over-ambitious policy goals. Having identified the constraints, recommendations were further made to help in solving these constraints. The researcher recommended that government should provide adequate fund, regular maintenance of school structures, the state government to provide necessary facilities for adequate supervision and monitoring of schools, provide materials and equipment in adequate quantity and in time, posting of permanent teachers to schools, motivation of teachers in order to excellently contribute to the achievement of the objectives of educational policies.
